The building does not retain the same scale and distinct features of the neighbouring properties and instead appears as a contrived and discordant addition to the street. The proposal would not respect the domestic proportions or the design of the surrounding development and as a result would be harmful to both the appearance and character of the area. As a result, the development would be contrary to Local Planning Policy DM23 and the objectives of the NPPF.'
